1. This measure is framed to regulate the changing process of the Internet Keyword registrar and to safeguard the rights and interests of the users of the Keyword.
2. The Internet Keyword registrar shall prescribe, in the Internet Keyword registration contract signed between it and its user (the possessor of Internet Keywords), that within 60 days after the first successful registration of the Internet Keyword, any possessor shall not change the registrar. From the 61st day on, it can be changed in accordance with this measure.
3. The registration information shall take as the standard the records in the database of CNNIC before the change.
4. The Internet Keyword registrar is called changer before the change, and that after the process, it is called the successor。
5. The request for changing the Internet Keyword registrar shall be brought forward by the successor to CNNIC.
6. As the successor, an Internet Keyword registrar shall have the following qualifications:
1) having acquired the definite and sufficient authorization to be the possessor of the Internet Keyword. The way of authorization is decided by the successor. successor shall keep the valid evidence that proves the authorization tenable.
2) When a Internet Keyword possessor applies to modify Internet Keyword registrar, he shall also apply to change other Internet Keyword registration information. China Internet Network Information Center takes charge to complete the change of the Internet Keyword registrars, while the change of other registration information will be completed by the changer or the successor according to related prescripts or protocols.
3) If the change is carried out through the KWRRP (Internet Keyword Registry-Registrar Protocol), the command "change" itself in KWRRP means that the successor has already gained the valid authorization of the Internet Keyword possessor. When necessary, at the request of CNNIC or the changer, the successor shall provide related evidence that is clear, sufficient and valid about the Internet Keyword possessor.
7. When receives the successor's request for change, CNNIC shall notify the registrar of both sides in written form (including electronic form). If the changer definitely declares to agree to change, or CNNIC does not receive any reply within 15 days after sending out the notification, CNNIC will complete the request for the change.
8. If the changer reject the solicit for the change, it shall send a written (including electronic form) notification timely to the contact email box of the CNNIC at transfer-admin@cnnic.net.cn and the successor, and explain the reason for rejection. The reasons include:
1) within sixty days after the first successful registration
2) in accordance with the related prescripts about the Internet Keyword dispute resolution.
9. If China Internet Network Information Center affirms that it has not received the reply from the successor, or the reason for rejection given by the successor is not listed in term 8, the Internet Keyword registration system will execute the change of the Internet Keyword registrar automatically.
10. After the update of the database and the change of the registrar information, China Internet Network Information Center shall change the changer and the successor by written form (including the electronic form).
11. The possessor of the Internet Keyword shall safekeep the related documents and materials of the Internet Keyword registration properly.
12. This measure is explained by the China Internet Network Information Center.
13. This measure will be put in force on from the date of its issue.
