The Attestation Measure of the wireless keyword Registrar
 

1. According to “CNNIC Wireless Keyword Registration Measure”, this measure is established for standardizing the registration service of wireless keywords and safeguard the rights and interests of users.

2. This measure is applicable to the application and attestation of the wireless keyword registrar.

3. China Internet Network Information Center (CNNIC) is the registry of the wireless keyword in China. It takes the responsibility of operating and managing the corresponding wireless keyword system, maintaining the central database and selecting wireless keyword registrars. It also responsible for supervising and administrating wireless keyword registration services provided by registrars.

4. According to “CNNIC Wireless Keyword Registration Measure” and other regulations, wireless keyword registrars accept application for registering wireless keywords, and send the registration information to the registry’s central database to complete registration procedures.

5. Those who apply for becoming a wireless keyword registrar shall be qualified as:

(1) being identified as legal business corporation or not-for-profit corporation
(2) having the fund and professionals that are fit for the wireless keyword registration works;
(3) having the credit standing or capability to provide long-term service for the users;
(4) having amplified measures to guarantee the safety of internet and information.
(5) having plans and technical solutions to develop business
(6) comply with other conditions set forced by state administrative department in charge

6. Those who apply for providing wireless keyword registration services shall submit to the CNNIC an. The application shall cover the following content and related attesting material:

(1) Possessing copies of business license or other attestations that may identify the applicant as a corporation;
(2) Being experienced in domain name registration services or deputies;
(3) Possessing the facilities to provide a 24-hour-stable, timely wireless keyword registration system including the software platform, hardware equipment, communication bandwidth and other facilities that CNNIC deems necessary;
(4) Having such facilities as the server and the network that are permanently connected to the Internet through leased lines;
(5) Having the domain name owned by the applicant that operates properly, and other necessary means of communication such as emails, faxes, and telephones.
(6) Having the security system and corresponding measures to guarantee the safety of the users' registration information, including software system, hardware equipment, rules and regulations;
(7) Being equipped with proper technicians so as to keep a constant watch on the registration service situations, and to cooperate with CNNIC to install, modify and upgrade the system software at any moment;
(8) Being equipped with capable personnel to provide a timely service to the users and to solute various kinds of problems, and offer a high quality, user oriented service;
(9) Having plans and technical solutions to develop business;
(10) Possessing certificates that may prove the applicant organization is capable of providing perennial services (include but not limited to estate insurance of the enterprise).

7. The registry shall finish reviewing the applicant’ qualification within 30 working days after receiving the “wireless keyword Registrar Application Form”.

8. The eligible ones will sign the “Service Attestation Agreement” with the registry, and formally attain the attestation qualification after the contract takes effect.

9 A registrar shall adhere to with following terms when carrying out registration services;

(1) Comply with relevant administrative regulations developed by state administrative department in charge and the registry;
(2) A registrar shall not represent any existed and potential wireless keyword holder;
(3) A registrar shall sign registration agreement (both in written form and electric form) with all wireless keyword registrants;
(4) Registrars are responsible for reviewing corresponding wireless keyword applications.

10. If one of the following circumstances occurs, the right to attest of the registrar will cease automatically:

(1) The “Service Attestation Agreement“ or the Technology Permission Contract signed between the registry and the registrars has terminated.
(2) The registrar violated relevant administrative rules or regulations

11. Base on the development of the Internet and the wireless keyword system and the changes of relevant laws and regulations in China, the registry reserves the right to explain and edit the measure

12. The measure is put into force on March 20th, 2006.
