Major Events in 2013

On January 15, 2013, CNNIC released the 31st Statistical Report on Internet Development in China. According to the report, as of the end of December 2012, the number of Chinese Internet users had totaled 564 million and the Internet penetration had reached 42.1%, representing a low-speed growth. However, the growth rate of all indexes of mobile phone Internet had exceeded that of traditional Internet, and mobile phone Internet grew rapidly in terms of micro-blog users and e-business applications.


In January 2013, CNNIC released the SR Report 2012, improving the social responsibility system of CNNIC. The Report details the concept of social responsibility of CNNIC based on the responsibility topics of social responsibility stakeholders and subdivides the SR into ten items from the perspectives of public social responsibility and specific social responsibility.


On February 18, 2013, Fadi Chehade, President and CEO of ICANN, visited CNNIC with a senior team. Huang Xiangyang, Director of CNNIC, accompanied them for the visit. After concluding the visit, Fadi Chehade sent a thank-you letter to Huang Xiangyang and Hu Qiheng to express his thanks to CNNIC for the warm reception that he received. Fadi said that the rapid development of China’s Internet and CNNIC’s work were impressive, which made him feel more confident in close cooperation with ICANN in the future.


On February 21 and 22, 2013, CNNIC’s representatives attended the 62nd meeting of APTLD held in Singapore and made a speech at the meeting. Chen Ting, deputy director of the operation management department was re-elected as member of APNIC Executive Council (EC) with a term of 2 years.


On February 25, 2013, the founding ceremony of “Broadband Development Alliance” was held in Beijing. CNNIC was elected as vice-president unit, and Liu Bing, CNNIC’s deputy director, was elected as vice president of the alliance.


On March 1, 2013, the 35th Conference of Asia-Pacific Network Information Centre (APNIC 35 for short) was held in Singapore. Zhao Wei, an IP address expert of CNNIC, was successfully re-elected as member of APNIC Executive Council (thereafter EC for short) with a term of 2 years.


On March 4, 2013, CNNIC officially appointed Mr. Li Xiaodong to take charge of management and operation of CNNIC as Chief Executive Officer.

 
In March 2013, Internet Engineering Task Force (IETF) released internationalized technical standards on the Post Office Protocol (POP) extension and the Internet Message Access Protocol (IMAP) extension, which support Internationalized multilingual email. The technical standards were spearheaded by Yao Jiankang and Shen Shuo, CNNIC’s specialists, in collaboration with foreign technical experts.


On April 2, 2013, Internet Corporation for Assigned Names and Numbers (ICANN) announced that CNNIC, Nominet in the United Kingdom and Neustar in the United States were selected as new gTLD emergency back-end registry operators (EBERO).

 

On April 8, 2013, Fadi Chehade, President and CEO of Internet Corporation for Assigned Names and Numbers (ICANN) announced during ICANN’s 46th meeting in Beijing that ICANN would open its first global engagement office in Beijing, which would be undertaken by CNNIC under the guidance of the Chinese Academy of Sciences.

 

On April 8, 2013, Internet System Development and ICANN Asia-Pacific Strategy Summit, which was hosted by CNNIC, was held in Beijing. It was the first time for ICANN to convene official meeting on its Asia-Pacific strategy.

 

On April 26, 2013, Coremail officially released the first commercial software (Coremail XT V3.0) that supports internationalized multilingual email technology in Beijing. CAS Computer Network Information Center and CNNIC played an important role in the research and development process of the software. On December 23, 2013, according to the test results of CNNIC, Coremail XT V3.0 mailing system developed by Coremail became the first commercial software that complies with relevant technical requirements of multi-lingual email international technical standards including IETF RFC 6530, RFC6531 and RFC6532 as well as China’s national technical standards for Chinese emails, therefore, Coremail became the first commercial company that support IETF’s multi-lingual email technical standard, mailing system and services. Huang Xiangyang, Director of CNNIC, awarded Coremail a plaque for the passing of the test.

 

In April 2013, CNNIC released its first “Researches on Development of Internet IP Address and Domain Name Technologies”. The Report analyzed and expounded in an all-around way on the current situation and future trend of Internet basic technologies related to IP address and domain name that are widely concerned about in the Internet sector.

 

Between July 1, 2013 and June 30, 2015, CNNIC officially undertook the work of the next APTLD Secretariat.

On May 24, 2013, CNNIC held the delivery ceremony of the Internet Society (ISOC) Community Grants Programme – “Improving the Teaching Level of Chengxin School in Daxing District of Beijing with the help of Internet.

 

In May 2013, CNNIC National Domain Name Security Center, together with Anti-phishing Working Group (APWG) and Anti-Phishing Alliance of China (APAC), released “Statistical Report on the Current Situation of Global Chinese Phishing Websites for the Second Half of 2012” (Chinese/English Version). The Report analyzed the basic information on Chinese phishing websites targeting at Chinese Internet users around the world during the second half of 2012.

 

In June 2013, representatives of CNNIC and Korea Internet & Security Agency (KISA) met. The both sides discussed about all-round cooperation in the future. Li Xiaodong, Chief Executive Officer of CNNIC, and Ki Joo Lee, President of KISA, signed a MOU. During December 4-5, 2013, CNNIC and KISA held CNNIC-KISA Strategic Partnership Conference. Li Xiaodong and Ki Joo Lee attended the conference. The both sides decided to officially build CNNIC-KISA Joint Research Center and launch IPv6, IDN/EAI, DNSSEC and RPKI joint research programs, build a Chinese-Korean-English wetsite for the joint research center, so as to lay a solid foundation for the future researches on Internet information technologies and international cooperation between China and South Korea.

 

On July 5, 2013, the first meeting of the Fourth Council of Internet Society of China was held in Beijing. Huang Xiangyang, Director of CNNIC, Mao Wei, Chief Scientist of CNNIC, Qian Hualin, Consultant of CNNIC were elected as vice presidents for the new term.

 

In July 2013, invited by Professor of Klaus Schwab, Funder and CEO of the World Economic Forum, Dr. Li Xiaodong, CEO of CNNIC, joined the Global Agenda Council of World Economic Forum by undertaking the task of “The Future of the Internet”. He was also invited to take part in Summit on Global Agenda 2013.

 

On July 17, 2013, CNNIC released its 32nd Statistical Report on Internet Development in China. The Report shows that by the end of June 2013, Chinese netizens reached 591 million, with the Internet penetration being 44.1%. During the first half of this year, mobile phones as the Internet terminals made an eye-catching play, because it not only became an important source of new netizens but also performed well in such network applications as instant messaging and e-business.

 

In July 2013, NDRC officially approved CAS Computer Network Information Center (China Internet Network Information Center) to take the lead in building China’s National IOT Identity Management Public Service Platform, so as to provide the IOT industrial chain with cross-sector, cross-platform and cross-registry public services for identity management, effectively solve the core problems related to identity management and services of China’s IOT sector arising from the process from application demonstration to large-scale industrial development, and promote the sector to develop healthily, rapidly and smoothly.

 

On July 22, 2013, Asia-Pacific Economic Cooperation (APEC) announced it supports CNNIC to deploy and promote multi-lingual mailbox technology in the Asia-Pacific region, and will allocate special funds and relevant international resources to assist CNNIC in carrying out relevant work in the region.

 

On August 20, 2013, the opening ceremony of Asia-Pacific Internet Resources Capacity Cooperation Program 2013 was held in Beijing. The program aims to provide Asian Internet leaders and pioneers with a platform for international communication and share experience in Internet operation, maintenance and management through in-depth cooperation in terms of Internet fundamental resources, thereby spurring the development of the Internet sector in Asia and enhancing the position of Asia amongst international Internet organizations and communities. At the opening ceremony, Huang Xiangyang, on behalf of CNNIC, signed MOUs with Pengelola Nama Domain Internet Indonesia (PANDI) and National Information Technology Center of Jordan (NITC) respectively. CNNIC will cooperate with the above 2 foreign organizations to conduct researches in the aspects of Internationalized Domain Name (IDNs), E-mail Address Internationalization (EAI) and new gTLDs, cooperate with each other on DNS services and deployment, conduct active researches and promote to building an Internet security and information exchange mechanism.

 

On August 30, 2013, the launching ceremony of “National IOT Identity Management Public Service Platform”, a special program of NDRC for IOT technological research and development and industrialization, was held in Beijing. Spearheaded by CAS Computer Network Information Center (China Internet Network Information Center), the program starts with identity resolution services and aims to promote the construction of China’s self-developed IOT basic resources identity system, service system and technical standards, build an “information center of Internet” and provide researches on independently-developed key technologies and promotion of typical applications of the Internet sector with high-quality and safe basic resources service support.

 

Between August 26 and August 30, 2013, the 36th meeting of Asia-Pacific Network Information Centre (APNIC) undertaken by CNNIC was held in Xi’an. During the meeting, 3 major policy proposals of “Reallocation of Withdrawn Addresses”, “Autonomous System (AS) Number Transfer” and “Modification on the APNIC Policy Development Flow”, were adopted, so as to make full use of IPv4 and pave the way to smoothly transfer to IPv6. It is the second time that CNNIC undertook the APNIC meeting in Chinese Mainland, signaling that China has an ever-increasing influence on Internet communities in Asia-Pacific and even in the world.

 

Between September 16 and 21, 2013, the 48th conference of the Telecommunications Working Group of Asia-Pacific Economic Cooperation (APEC TEL 48) was held in Hawaii. CNNIC, on behalf of China, organized the APEC-funded multilingual email deployment session.

 

On October 31, 2013, CNNIC organized China IP Address Allocation Alliance Summit 2013. Participants to the summit made in-depth discussions and communicated with each other centering around the problems encountered in the process of application for and use of IP address, experience in IPv6 deployment, implementation and promotion as well as DNS and Internet security.

 

On November 8, 2013, CNNIC won “Third Prize for Outstanding Contributions for Compilation of MIIT Software R&D Cost Measurement Specifications” and Ma Lin, a quality assurance engineer of CNNIC, won the third prize of “Figure with Outstanding Contribution”.

 

On November 15, 2013, CNNIC organized "@ Internet. Afternoon Tea" seminar series. The activity aims to disseminate basic knowledge about Internet security and CNNIC’s security solution to the government and enterprises through discussion and communication.

 

On December 5, 2013, CNNIC’s representative attended the first Global Internet Technology Conference (GITC). Jin Jian, vice director and deputy chief engineer of CNNIC, attended the conference and delivered a keynote speech entitled “Big DNS”.

 

On December 10, 2013, Li Xiaodong, CEO of CNNIC, attended the second China-ROK Internet Roundtable. The conference was themed with “Internet Development and Security” and its participants made dialogues and exchanges on “Internet Development”, “Security and Personal Information Protection” and “International Cooperation”, etc.

Between December 18 and 19, 2013, CNNIC took part in the 3rd China (Guangzhou) International Innovation Exposition. The exposition showcased the functional orientation, construction progress and applications of the “National IOT Identity Management Public Service Platform” that was spearheaded by CNNIC.

 

On December 19, 2013, at the prize-giving ceremony of the 2nd “Intelligence Beijing” competition, the “Identity Authentication Solution Based on the Face Recognition Cloud Platform” submitted by CNNIC won the prize for excellent solutions.
