On March 1st 2013 in the 35th Conference of Asia Pacific Network Information Center (thereafter APNIC 35 for short) held in Singapore, Ms. Wei ZHAO, the IP address expert of CNNIC, was successfully re-elected as Member of APNIC Executive Council (thereafter EC for short) with the term of 2 years.

APNIC EC members are responsible for monitoring the operation of APNIC on behalf of APNIC members, equivalent to enterprise board members and highly respected by the community. Previously, Investigator Hualin QIAN, expert of CNNIC Steering Committee, and Mr. Wei MAO, Chief Scientist of CNNIC, etc., held the position of Member of APNIC EC. Under the current situation that IPv4 addresses have been exhausted in Asia-Pacific and that internet networks and applications of IPv6 haven’t been widely deployed, the re-election of Chinese expert will help promoting the transition of China’s Internet and burgeoning information industry to IPv6 protocol and increase discussion and participation of our local community into thecommunities in Asia-Pacific region.

The APRICOT and the APNIC35 were held concurrently, which was participated by 519 organizations and 704 attendees. In the conference the mainly discussed issues includedInternet governance, promotion of IPv6 in Asia-Pacific region, services of APNIC and relevant IP address policies. Moreover, two proposals were discussed but failed to reach consensus in the conference, namely, how should APNIC reallocate equally to 5 RIR (namely, ARIN, APNIC, AFRINIC, RIPE NCC and LACNIC)IPv4 addresses that IANA reclaims from each RIR, and that it should be prohibited to apply for the IPv4 addresses in the last /8 address pool on behalf of multiple accounts and then combine the accounts. If the proposal is approved, domestic Internet service providers and corporations will have the opportunities to obtain a little more piece of IPv4 address based on the current policy that each organization can apply for IPv4 address of /22 in the last /8 address pool. For the moment due to the lack of detailed rules to ensure the fairness and reasonableness of the reallocation, the proposal will be returned to the mailing list and be further discussed. Representatives of CNNIC presented the status of IP addresses allocated by CNNIC, the IPv6 upgrading project of China’s domain name system, the IPv6 training allied withAPNIC, and future work plan.

APNIC conference is always essential for discussing hot technology and sharing experiences in the Internet industry in Asia-Pacific, which also discussing and implementation on the allocation policies of number resources. The APNIC 36 conference will be convened in Xi’an in China this August and co-hosts by CNNIC and BII Group Holdings Ltd. This is the second time that APNIC conference will be held in Mainland China, after CNNIC successfully hosted the 28th APNIC meeting in Beijing in 2009. Undertaking again the highest level conference of Internet address allocation conference will enhance China’s participation and influence in Asia-Pacific Internet communities and thus is of great importance to the development of China’s internet. Experts have pointed out that domestic Internet industry can take the opportunity to participate in policy discussion and submit proposal.. Meanwhile, China’s Internet engineers can absorb and learn the international operationalexperiences of IPv6 deployment from the operators’ forum of this conference, and thusavoid risks and increase the perceptiveness in the problems needed to be solved in the current Internet industry, such as IPv6 promotion and implementation, as well as next generation Internet construction and so on.

In addition, the 20th anniversary of APNIC will be celebrated during the APNIC 36 meeting.
