　The 2012 national industry and informatization working conference was held in Beijing on December 26, 2011. Miao Wei, Minister and concurrent Secretary of the Leading Party Group of the Ministry of Industry and Information Technology, delivered a report titled “Stabilize Growth, Promote Transformation, and Strive to Realize Steady and Robust Development of Industry and Communications”. At the conference, Miao Wei emphasized that we should focus on eight aspects of work in 2012: first, strive to maintain steady and robust development of industry and economy; second, make great efforts to promote the optimization and upgrading of traditional industries; third, actively foster and develop strategic emerging industries; fourth, make greater efforts for industrial energy conservation and emissions reduction; fifth, further improve the development environment of medium and small enterprises; sixth, make steady efforts for key scientific research and development tasks of national defense and integrated civilian and military development; seventh, accelerate the transformation of the communications industry; eighth, steadily promote IT development and maintain network information security.
　The specific contents of “steadily promoting IT development and maintaining network information security” are as follows:
Based on the overall situation of economic and social development, make great efforts to promote deep integration of informationization and industrialization, accelerate informationization in various economic and social areas, further consolidate the industrial foundations, and strengthen the building of network and information security assurance systems.
　(1) Strengthen the popularization and deep application of information technology in industrial areas, concentrate resources to build a group of model enterprises integrating industrialization and informationization, deploy and implement a group of key projects, and support the building of a group of informationization platforms. Conduct a full assessment of the level of enterprises’ integration of industrialization and informationization, and launch pilot assessments of regional integration of industrialization and informationization. Make great efforts to promote e-commerce and logistics informationization, deepen e-government application, and support informationization in areas such as education, medical treatment and health, and social security. Implement the plan on deep integration of industrialization and informationization in depth, further expand areas, diversify connotations, and achieve new effect. Stage a successful exhibition of achievements in deep integration of informationization and industrialization.
　 (2) Improve the support capability of the integrated circuit, key component and basic software industry, make great efforts to develop applied electronic products such as industrial control products, machine tool electronic products, automobile electronic products and medical electronic products, and support the research, development and industrialization of network equipment, basic network software, industry application software, imbedded software, etc. Make greater efforts to tackle key problems of core technologies such as the Internet of Things, and practically promote the industrialization of the Internet of Things.
　(3) Strengthen the top-level design and overall planning of information security, lose no time in studying and formulating strategies and policy standards related to national information security, strengthen the application and promotion of secure and reliable key software and hardware, accelerate the development of the information security industry, and promote the improvement of information security assurance systems. Guide the information security management of important information systems and key areas’ industrial control systems, strengthen government information security checks, facilitate the protection work for government departments’ secure access to the Internet, and carry out supervision over the electronic authentication service industry well.
　(4) Strengthen network and information security supervision. Make full efforts to ensure network information security for major events. Improve the state’s network and information security infrastructure, strengthen the existing systems’ business capability, and actively promote the extension of technological means to localities. Strengthen the security management of the mobile Internet, smart terminals and application platforms, and further implement corporate responsibilities. Actively create conditions to accelerate the implementation of mobile phone user real-name registration. Further strengthen network security protection, ensure network operation security, and strengthen emergency communications management. Improve the support capability of special communications for the Party and government.
　(5) Study the network information security problems brought by new technologies and new business such as the next-generation Internet, mobile Internet, cloud computing, microblogs and smart mobile terminals, and establish network information security monitoring and assessment systems for new technologies and new businesses.
　(6) Strengthen unified management of radio frequency resources, make greater efforts to monitor, investigate and deal with radio stations set and used illegally, focus on the problem of radio interference jeopardizing production safety and the people’s lives and property, earnestly maintain the order of electric waves in the air, and safeguard radio security for major tasks.
