Dr. Xiaodong LI, researcher of the Computer Network Information Center (CNIC) of Chinese Academy of Sciences (CAS), serves as Vice President of Internet Corporation for Assigned Names and Numbers (ICANN), taking charge of Asian affairs of ICANN.
 
The Internet Corporation for Assigned Names and Numbers (ICANN), founded in 1998, coordinates the Domain Name System (DNS), Internet Protocol (IP) addresses, space allocation, protocol identifier assignment, generic (gTLD) and country code (ccTLD) Top-Level Domain name system management, and root server system management functions. These services were originally performed under U.S. Government contract by the Internet Assigned Numbers Authority (IANA) and other entities. ICANN now performs the IANA function.
 
Dr. Xiaodong LI has participated in the work of ICANN for many years, and he was elected as a member of the Security and Stability Advisory Committee (SSAC) and a member of the Security, Stability & Resiliency of the DNS Review Team (SSR RT), and he was the only Chinese expert in the review team. To serve as Vice President of ICANN upon invitation not only signifies that the reputation of Chinese Internet experts has been increasingly recognized by the international Internet organizations, but also indicates the increasingly-expanding influence of China in the field of Internet and the constantly-enhanced soft power in participating in the international Internet governance.
 
CNIC has long been engaged in the coordination and cooperation with Internet communities, actively participating in the discussion of relevant policies on Internet. Previously, Mr. Hualin QIAN, researcher of CNIC, used to be a member of the Board of ICANN. CAS expert assuming a key position in ICANN once again will improve China’s influence among the Internet communities, as well as China’s discourse power and initiative in the formulation of Internet policies and standards.
 
Profile of Dr. Xiaodong LI
 
Born in March 1976, Li got the Ph.D. Degree of computer architecture in Computer Network Information Center (CNIC), Chinese Academy of Sciences in March 2004. Currently, he is a researcher of CNIC, a member of the Academic Committee, and Degree Committee in CAS.
 
He used to preside over or join as a mainstay in such national projects as the National 863 Program, CNGI and projects of MIIT, and has organized and implemented many important projects such as global service platform for national domain names, secondary operation center and monitoring and analysis platform. Besides, he has acted as a leader in the accomplishment of such tasks as the IETF standards with respect to Chinese domain names/ Internationalized E-mail addresses including RFC3743/RFC4713/RFC5336, the application and delegation of “.中国/中國” domain names, the R&D of a series of software and hardware systems for China's first-batching domain name services, and the security and analysis of national domain name service system.
 
He was once honored as one of the “Ten Outstanding Youth of China Software Industry” in 2008 and was awarded “China Youth Medal” in 2009.
